2024Q2 UAD Aggregate Statistics: Median Appraised Value for Enterprise Single-Family and Condominium Appraisals Rose over the Past Year and Quarter

The median appraised value for both purchase and refinance Enterprise single-family and condominium appraisals increased between the second quarters of 2023 and 2024 and the first and second quarters of 2024.

    The Federal Housing Finance Agency (FHFA) issued today an Advisory Bulletin to the Federal Home Loan Bank (FHLBank) System, AB 2024-04: FHLBank System Climate-Related Risk Management, following extensive outreach to the System’s members and other relevant stakeholders through the FHLBank System at 100: Focusing on the Future initiative. In recognition of the serious threat that climate risk and the resulting climate-related disasters pose to the U.S. housing finance system, this Advisory Bulletin provides guidance to the FHLBanks on incorporating climate-related risks into their existing risk management frameworks.

    FHFA Proposes Rule to Expand Access to Liquidity for the Federal Home Loan Banks
    September 30, 2024
    The Federal Housing Finance Agency (FHFA) issued a notice of proposed rulemaking on Federal Home Loan Bank (FHLBank) Unsecured Credit Limits. The proposed rule would improve the FHLBanks’ ability to provide liquidity to members by aligning the treatment of interest-bearing deposit accounts (IBDAs) and other authorized overnight investments with the treatment of Federal Funds sales. This updated regulatory treatment would allow the FHLBanks to better manage and respond to the intraday liquidity needs of their members. The proposed rule also clarifies terms for the FHLBanks to determine limits on unsecured credit to counterparties.

    FHFA Releases NMDB® Residential Mortgage Dashboard

    The Federal Housing Finance Agency (FHFA) updated the National Mortgage Database (NMDB®) Aggregate Statistics series to include new quarterly data on the loan performance of residential mortgages through the second quarter of 2024. The Agency also released a new interactive data visualization dashboard tool that enables users to more easily access the loan performance data.

    FHFA Expands Uniform Appraisal Dataset (UAD) Aggregate Statistics with New Measures and New Quarterly Data

    The Federal Housing Finance Agency (FHFA) today published its 2024 second quarter data for the Uniform Appraisal Dataset (UAD) Aggregate Statistics and introduced new condominium data as part of the UAD Aggregate Statistics. This is the first publicly available data drawn from condominium appraisal records and complements the existing data for single-family homes.

    FHFA Re-Proposes Rule on Suspended Counterparty Program

    The Federal Housing Finance Agency (FHFA) today announced that it has revised the Agency’s proposal to amend the Suspended Counterparty Program (SCP). The SCP regulation requires a regulated entity to report to FHFA if an individual or institution that it does business with has committed certain types of misconduct within the prior three years. It also authorizes FHFA to order its regulated entities to cease doing business or refrain from entering into new business with certain counterparties. Final suspension orders are published on FHFA’s website.

Suspended Counterparty Program Re-proposed Rule

SUMMARY:  On July 21, 2023, the Federal Housing Finance Agency (FHFA) published a proposed rule to amend its Suspended Counterparty Program (SCP) regulation by expanding the categories of covered misconduct on which a suspension could be based to include sanctions arising from certain forms of civil enforcement.  After reviewing the comments and reconsidering the proposed rule’s substantive and procedural amendments, FHFA has determined that a number of material changes to the rule are necessary.
