Privacy Act of 1974; Notice of new system of records FHFA-OIG-9, Office of Counsel Legal Matters System

SUMMARY:  In accordance with the requirements of the Privacy Act of 1974, as amended (Privacy Act), the Federal Housing Finance Agency Office of Inspector General (FHFA-OIG) is establishing FHFA-OIG-9, “Office of Counsel Legal Matters System” (System) for the purpose of collecting information that FHFA-OIG’s Office of Counsel will use in the course of providing legal opinions/advice, participating in administrative hearings, preparing for litigation, and completing other legal projects and assignments.

    FHFA Proposes Rule to Improve Federal Home Loan Bank Governance
    October 21, 2024
    The Federal Housing Finance Agency (FHFA) issued a notice of proposed rulemaking which addresses boards of directors and executive management of the Federal Home Loan Banks (FHLBanks) and the FHLBank System’s Office of Finance. The proposed rule will update and clarify regulatory requirements on a variety of corporate governance topics.

    The Federal Home Loan Banks’ (FHLBanks) affordable housing and community development support grew significantly last year, as earnings improvement across the FHLBank System corresponded with greater commitments to lower-income communities. The Report on 2023 Federal Home Loan Bank Targeted Mission Activities, highlights the FHLBanks’ performance and activities under the Affordable Housing Program (AHP), the Community Investment Program (CIP), the Community Investment Cash Advance Program (CICA), and additional voluntary targeted mission-activity programs.

July 2024 Highlights - Foreclosure Prevention

The Enterprises' Foreclosure Prevention Actions:

    FHFA Expands Housing Market Data Resources with New Manufactured House Price Index
    October 09, 2024
    The Federal Housing Finance Agency (FHFA) published today new national datasets on price trends for manufactured homes. FHFA’s release of the House Price Index (HPI) and median prices for manufactured homes provides quarterly data on the movement and level of manufactured home prices nationally. The price indexes and median prices for manufactured homes are both based on data from real-property conventional mortgages acquired by Fannie Mae and Freddie Mac.

This Report was prepared in accordance with the Equal Employment Data Pursuant to Title III of the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002 (No FEAR Act), Public Law 107–174. The No FEAR Act requires federal agency accountability for violations of antidiscrimination and whistleblower protection laws. Federal agencies must notify employees and applicants for employment about their rights under the federal antidiscrimination and whistleblower laws.

Suspended Counterparty Program Amendments

SUMMARY: The Federal Housing Finance Agency (FHFA) is proposing to amend the existing Suspended Counterparty Program (SCP) regulation. FHFA proposes to expand the categories of covered misconduct on which a suspension could be based to include sanctions arising from certain forms of civil enforcement. The proposed rule would also eliminate the requirement that any final suspension order be preceded by a proposed suspension order, but only when the suspension is based on an administrative sanction.

Securitization of Manufactured Housing Loans in Enterprise Portfolios

This blog highlights the unique patterns of securitization of manufactured housing loans within securities issued by Fannie Mae and Freddie Mac.
