Proposed Collection; Comment Request: National Survey of Mortgage Borrowers (30-Day Notice)

SUMMARY: In accordance with the requirements of the Paperwork Reduction Act of 1995, the Federal Housing Finance Agency (FHFA) is seeking public comments concerning the information collection known as the "National Survey of Mortgage Borrowers" (NSMB). This is a new collection that has not yet been assigned a control number by the Office of Management and Budget (OMB). FHFA intends to submit the information collection to OMB for review and approval of a three-year control number.

Lender Placed Insurance, Terms and Conditions

Notice of Annual Adjustment of the Cap on Average Total Assets That Defines Community Financial Institutions

SUMMARY: The Federal Housing Finance Agency (FHFA) has adjusted the cap on average total assets that defines a "Community Financial Institution" based on the annual percentage increase in the Consumer Price Index for all urban consumers (CPI–U) as published by the Department of Labor (DOL). These changes took effect on January 1, 2013.

FHFA will submit a request to OMB for regular review and approval to renew the information collection for a three-year period. The control number is due to expire on February 28, 2013.

National Mortgage Database: Notice of Proposed Establishment of New System of Records

SUMMARY: In accordance with the requirements of the Privacy Act of 1974, as amended, 5 U.S.C. 552a (Privacy Act), the Federal Housing Finance Agency (FHFA) gives notice of and requests comments on the establishment of one new system of records. The proposed new system of records is "National Mortgage Database" (FHFA-21).

Examination Rating System

SUMMARY: The Federal Housing Finance Agency (FHFA) is adopting a new examination rating system to be used when examining Fannie Mae and Freddie Mac (Enterprises), the Federal Home Loan Banks (Banks) (collectively, regulated entities), and the Banks’ Office of Finance. The new rating system is based on a "CAMELSO" framework and requires an assessment of seven individual components dealing with Capital, Asset quality, Management, Earnings, Liquidity, Sensitivity to market risk, and Operational risk.
