Notice of Orders: Reporting by Regulated Entities of Stress Testing Results as of September 30, 2013; Revision and Amendments to the Summary Instructions and Guidance which was issued September 9, 2013

SUMMARY: In this document, the Federal Housing Finance Agency (FHFA) is issuing Orders to further supplement the final rule implementing section 165(i)(2) of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act), and appeared in the Federal Register of September 26, 2013, at 78 FR 59219. FHFA also is amending the Summary Instructions and Guidance, which accompanied the Orders.

Information to Be Distributed to the Federal Home Loan Banks and the Office of Finance

SUMMARY: ​Section 20A of the Federal Home Loan Bank Act (Bank Act), requires the Director of the Federal Housing Finance Agency (FHFA) to make available to the Federal Home Loan Banks (Banks) such reports, records, or other information as may be available, relating to the condition of any Bank in order to enable each Bank to evaluate the financial condition of one or more of the other Banks individually and the Bank System as a whole.

Notice of Proposed Revision of an Existing System of Records and Establishment of a New System of Records

​SUMMARY: In accordance with the requirements of the Privacy Act of 1974, as amended (Privacy Act), the Federal Housing Finance Agency (FHFA) gives notice of and requests comments on the proposed revision of an existing Privacy Act system of records and the establishment of a new system of records.

Notice of the Creation of a System of Records for the Office of Evaluations

​SUMMARY: In accordance with the Privacy Act of 1974, as amended, the Office of Inspector General of the Federal Housing Finance Agency (FHFA-OIG) gives notice of the creation of a new Privacy Act system of records (SOR) for the Office of Evaluations (OE) and of a new routine use for the Office of Audits’ (OA) SOR, and of technical revisions to the existing SORs. The new SOR for OE, the additional routine use for OA’s SOR, and the other technical changes are described in detail below.

SUMMARY: In accordance with the requirements of the Paperwork Reduction Act of 1995, the Federal Housing Finance Agency (FHFA) is seeking public comments concerning the information collection known as ‘‘Capital Requirements for the Federal Home Loan Banks,’’ which has been assigned control number 2590–0002 by the Office of Management and Budget (OMB). FHFA will submit the information collection to OMB for review and approval of a three-year extension of the control number, which is due to expire on October 31, 2013.
