FHFA’s Office of Minority and Women Inclusion Issues 2023 Annual Report to Congress
The Federal Housing Finance Agency (FHFA or Agency) is committed to fostering a diverse workforce at all levels of the Agency. In 2023, for the first time in the Agency’s history, racial and ethnic minorities1 represented the majority of FHFA’s workforce. This commitment also extends to the Agency’s contracting and procurement efforts, where, in 2023, FHFA awarded the most contracting dollars to Minority- and Women-Owned Businesses (MWOBs) in the Agency’s history.
The Federal Housing Finance Agency (FHFA or Agency) was created as an independent agency by the Housing and Economic Recovery Act of 20081 (HERA) to regulate and supervise Fannie Mae, Freddie Mac (together, “Enterprises”), and the Federal Home Loan Bank System, which includes the 11 Federal Home Loan Banks (FHLBanks) and its fiscal agent, the Office of Finance (OF) (collectively, including the Enterprises’ affiliate Common Securitization Solutions, LLC (CSS), the “regulated entities”).
This Report was prepared in accordance with the requirements of Title II, Section 203 of the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002 (No FEAR Act). The No FEAR Act requires federal agency accountability for violations of antidiscrimination and whistleblower protection laws. Federal agencies must notify employees and applicants for employment about their rights under the federal antidiscrimination and whistleblower laws.
2023Q4 UAD Aggregate Statistics: The Median Appraised Value for Both Purchase and Refinance Appraisals Increased from a Year Ago
The number of U.S. home appraisals declined between the fourth quarters of 2022 and 2023 as well as between the third and fourth quarters of 2023. For purchase appraisals, the median appraised value increased from the fourth quarter of 2022 to the year-later period while decreasing slightly between the third and fourth quarters of 2023. For refinance appraisals, the median appraised value increased between the fourth quarters of 2022 and 2023 as well as between the third and fourth quarters of 2023.
