The creation of FHFA and the merging of staff and resources from the Federal Housing Finance Board (FHFB), the Office of Federal Housing Enterprise Oversight (OFHEO), and the Department of Housing and Urban Development (HUD) GSE Mission Staff under a new agency is an immense challenge. The Housing and Economic Recovery Act of 2008 (HERA) requires the transfer of employees to the new agency, establishment of human capital programs, policies, and systems, and the abolishment of FHFB and OFHEO by July 30, 2009. This plan provides an analysis of FHFA’s current workforce, captures business challenges that will affect the management of human capital in the next few years, and outlines a plan to ensure that FHFA has the staff needed to meet its performance goals and mission.
