FHFA published Fannie Mae and Freddie Mac’s (the Enterprises’) 2022-2024 Underserved Markets Plans on April 27, 2022. However, the Plans became effective retroactively on January 1, 2022. Under the Duty to Serve regulation and FHFA's Evaluation Guidance, an Enterprise may propose to modify its Plan at any point if future events affect its ability to achieve the Plan's original objectives. The activities proposed by the Enterprises are subject to FHFA review and approval to ensure compliance with the Enterprises' Charter Acts, safety and soundness, and other conservatorship and regulatory requirements.

Underserved Markets Plans (Revised 12/14/2021)
FHFA published Fannie Mae and Freddie Mac’s (the Enterprises’) 2018-2020 Underserved Markets Plans on December 18, 2017 and the Plans became effective on January 1, 2018.
In response to the disruption and uncertainty caused by the COVID-19 pandemic, FHFA instructed Fannie Mae and Freddie Mac to structure their 2021 DTS activities as a one-year extension of their 2018-2020 Plans. LEARN MORE about temporary changes to the Duty to Serve program in 2020 and 2021.
