Fannie and Freddie did not need the bailout and it's well known that greedy banks caused the housing crisis. The only changes that need to be made would be to release Fannie and Freddie from conservatorship, stop the net worth sweep, give them back all money in excess of bailout money, and impose greater restrictions on banks loan process so this won't happen again. Fannie and Freddie are not broken, let them retain capital...they will be fine!
