    To whom it may concern,

    I disagree with the 2% benchmark for Small Multifamily Low-Income Subgoal (5-50 units). Most low-income families rely on these units because they are the most affordable. I think the benchmark % goal here should be higher. I hope you reconsider this before the finalization of the rule making. Moreover, rents continue to increase, most Americans pay more than 50% of their income only on their monthly rent, and many of them need a roommate to share the cost. The Low-Income Housing Tax Credit (LITHC) is barely any help.
