Owner Occupied Repairs is a part of a broader solution to affordable housing. That said, the applications for the AHP are nearly entirely suited to new development or purchased property for rehab and not owner occupied. Rethinking the scoring logic around subsidy per unit to encourage what they consider to be desirable for OOR projects would help in encouraging more organizations to provide owner occupied repairs.

Project readiness is another area where OOR projects would look/apply very different since it’s not ownership of the land or a construction loan in place.

Finally, re-thinking how funding through AHP for owner occupied repair projects could look like - for instance, what if an organization can help 500 homeowners with owner occupied repairs at $2,000 per unit - perhaps focused in single areas of the city to maximize the overall impact of the OOR investment. In the development world, $2,000 per home isn't even remotely significant - however, for an older adult, very low income homeowner, it's the world of significance. Currently, the application does not allow for that kind of ask.
