I am the President and Chairman of Bank of Hays. Bank of Hays is a small community state chartered bank with 4 locations in western Kansas. We have been a member of the FHLBank Topeka for almost 20 years. We believe the mission of the FHLB is clear and does not need to be changed or clarified beyond what was outlined in statute. We have used FHLBank Topeka throughout the past 20 years mainly to provide liquidity and help provide affordable housing to our customers, in a safe and sound manner through all economic cycles. We are not in favor of creating additional requirements that raise the cost or restrict FHLB advances to members in good standing with eligible collateral. This would only reduce the availability of mortgage credit and community development funding. Please don’t try to fix something that is not broke and has worked very well for our bank the past 20 years.
