The idea that a regulatory oversight body can change the mission and role of an entity created by Congress is regulatory overreach. Any changes to the System’s mission should be determined by Congress, not the FHFA.
Congress understands the role of the Federal Home Loan Bank as a provider of liquidity to smaller regional banks that play a critical role in providing financing in geographical areas that are not well served by larger institutions with direct access to global capital markets. As the Treasurer of such an institution, I can attest that the FHLB fills that void and helps us help our communities through the business cycle.
