Congress created the FHLBank System and its mission, and any changes to the System’s mission should be determined by Congress, not the FHFA. The FHLBank system provides critical liquidity to financial institution and the FHFA should not create tiers or restrictions for any current members. They should all continue to have the same access to it as they do today.
