The FHFA should not make changes to the FHLB system - that is congressional responsibility. The FHFA, like the CFPB are bureaucratic bodies who appear to want to justify their job rather than promote the primary mission of the Federal Home Loan Banks.
The FHLB system banks have been great supporters of our communities and community banks. You should follow the advice of "do no harm".
