    Dear FHFA,

    I share your desire to help more of our citizens to achieve homeownership. Me and my company work towards that aim each day. However, Congress created the FHLBank System and its mission, and any changes to the System’s mission should be determined by Congress, not the FHFA. Also, Federal Home Loan Bank liquidity is absolutely critical to Finance Factors and other community lenders like us. Please ensure that all current members continue to have the same access to liquidity as they do today. While your intentions are good, limiting liquidity and usurping authority from congress is not the right answer.
