    FHLB's have provided critical liquidity and stability to the banking sector as can shown time and again during times of financial stress. This availability to liquidity in such times, enables banks to continue serving customers, especially those in rural areas with limited options. I urge congress to maintain the same access for such banks that are vital for the success of their communities. Limiting access will put further burden on many community banks and likely lead to further consolidation within the industry and create challenges for communities across the country. Banks need to continue to have the same access to FHLB liquidity that they have today and on equal terms.
