    I believe Freddie Mac's premise "existing borrowers face limited options to access the equity in their primary residence" is FALSE because almost every bank and credit union across the country offers 2nd mortgage loans or HELOC's. Freddie Mac does not have experience doing 2nd mortgage loans and I do not believe they should be in that business.
