    Retired, living in low income senior housing owned by one of the wealthiest families in our metro area---financed by government-backed loans and subsidized by HUD.
    Upon move-in my apartment had a thick coating of nicotine oil all over blinds, ceiling, walls etc and it stank; mgmt refused to replace blinds, slapped a thin coat of white paint on walls (nicotine was already bleeding thru)---I couldn't take it.

    My sympathetic family paid the management company (the outrageous sum of) $1000 to paint the 600 Sq foot apartment a very light gray with white trim; we negotiated that the ceiling, walls, trim, doors and closets all be painted with 2 coats of paint.
    BUT the painters who came had obviously never heard about that; they barely had enough paint to eek out 2 thin coats on the walls. Nothing else was painted, property manager changed and incoming management could find no documentation...

    I bought my own blinds and hung them, trying to get the smell of cigarettes out.
