Retired, living in low income senior housing owned by one of the wealthiest families in our metro area---financed by government-backed loans and subsidized by HUD.
Upon move-in my apartment had a thick coating of nicotine oil all over blinds, ceiling, walls etc and it stank; mgmt refused to replace blinds, slapped a thin coat of white paint on walls (nicotine was already bleeding thru)---I couldn't take it.My sympathetic family paid the management company (the outrageous sum of) $1000 to paint the 600 Sq foot apartment a very light gray with white trim; we negotiated that the ceiling, walls, trim, doors and closets all be painted with 2 coats of paint.
BUT the painters who came had obviously never heard about that; they barely had enough paint to eek out 2 thin coats on the walls. Nothing else was painted, property manager changed and incoming management could find no documentation...I bought my own blinds and hung them, trying to get the smell of cigarettes out.
