    On Question A-4 How might requiring tenant protections at Enterprise-backed multifamily
    properties impact housing supply, including new construction?
    This is the key question that supercedes all the others. Enacting restrictions on housing providers discourages new construction. Period. If you want housing more affordable, you need more supply, period. There is simply no point in hoping against hope that rent control or just cause provisions are going to help with the worsening supply vs demand problem that is causing the housing crisis. Stop doing things that make the problem worse.
