There needs to be actual Landlord Accountability. Having the only real available remedy to Housing Injustice be the Right to Private Action is an unrealistic and unfair to Tenants. Most housing providers are familiar with the Court System and the people who work there. They also have more money than renters do and have higher status as landlords. A lot of the time when a wronged tenant actually does bring a landlord to court, they lose, even if they are in the right. Most housing providers know that the chances they will actually be taken to court by tenants is slim to none, so they have little real motivation to follow rules that are inconvenient or do not serve their agenda. There should be accountability and repercussions for housing providers who treat tenants poorly or unfairly outside of conciliation court. Tenants should have their own organized trained official review boards where they sit along side providers and hear grievances.
