    Three years of giving managers work requests, and I still have no stove that works properly.

    Suggested solution:
    Include in the protections clear contact information where a tenant with a maintenance issue like this can file a formal complaint. include in the protections a timeline for addressing a work request. Also include an enforceable rule to fine the management for failure to resolve the tenant's issue.
