    Tenants should be able to access affordable housing with inhabitable living conditions at an affordable rate. Everyone cannot
    afford first, last and security and most can't afford a rent hike over 5%. We need to ensure people can not only get into units
    but also be able to afford to pay their rents without intimidation from their landlords when asking for regular maintenance to be completed. Tenants need rent stabilization, right to counsel and no discrimination based on source of income and other reasons.
