    I read that one change proposed is to ban the practice of requiring application fees. I support this rule. My children and my friends' children are paying $50 to apply for apartments when it is clear the landlord does not have an actual property for rent. I believe application fees have become a form of revenue generator/cash cow for property management companies, and the properties advertise units for rent even when there are no vacancies. While I recognize that there is a cost for verifying tenant credit, that cost should be borne by the landlord, not by the prospective tenant. It is a cost of doing business. Forcing the landlord to bear this cost will discourage the practice of advertising phantom units.
