    I'm in an apartment that is uninhabitable by state law. It was in abatement and no repairs were.made but HUD still passed the unit. Until you can enforce the existing protections, there's no way to believe that you are going to enforce the new protections. How does the inspector pass the unit unless they were paid off because the maintenance man told the inspector the apartment wasn't even looked at. And no repairs were.made. But she passes the unit with the waterfall in the bedroom. Oh how awesome, my stuff gets to get wet yet another year... Thanks HUD for bringing value to the apartment. I'm sure the landlord appreciates it
