Rent Control doesn't work at least not as it exists in San Francisco, Berkeley, Richmond CA , to name a few cities in California. It prevents me from wanting to rent out property long term. You can limit the annual rent increase but tough laws like the ones mentioned in the cities above, only prevents additional housing from being built. Your tenants don't move out because there aren't incentives. If they move out, the landlord has to pay them fees.
