Federally preempt state and local rent control laws in areas where there is a shortage of housing. When implemented over 40 years ago rent control laws were promised to be short term solutions for tenant, but they have reduced the incentives for investors to invest. Investors can make more investing in the stock market than in housing without the work so it is no surprise we have homelessness and too little housing.
