As a tenant with no protection and landlords receiving loans and tax discounts on the backs of low income/poverty families to improve the living conditions but this does not happen. The building I live in received a grant to upgrade the building and tenants apartments with new windows and it never happened. Their was no inspection from the government or bank to insure the building property was upgraded . The word of the landlord and management company was considered to be confirmation of the upgrade. The lenders should inspect and withdraw funding if upgrades are not completed and made in a timely manner. We need protection! Thank you,
