I am writing this as a New Yorker, as a renter, and as a social / racial / economic justice advocate. I think it is critical that government organizations hold their partners and especially those receiving government funding accountable for their adherence to the principles of tenant protections. In my opinion, only landlords adhering to best rental practices should ever qualify for our tax money. The more tenant protections are built into loan agreements, the less money will be needed down the road in public funding to dedicate to investigations and lawsuits against disreputable landlords. People who are being taken advantage of by such landlords are the most vulnerable in our society, and typically people of color. The least our government agencies can do is codify tenant protections into its lending requirements.
