    I own a property management company in the East Bay of California. I also have saved and built up several of my own rental properties. I strongly urge you to not move forward with more rent control protections. There are already laws in place to protect tenants and still provide property owners and landlords with their property rights. Go after the irresponsible landlords that violate current laws and protections, do not further inhibit responsible and caring landlords.
    Both in the business and in our personal real estate, we strive to fully comply with all Fair Housing, we accept Section 8, and all people to apply. We screen based on criteria not on personal preference. We make repairs timely for our residents and we do not raise rents more than allowed or to an undue burden to the resident. Most landlords abide by these standards. Further, stricter rent control will place a large burden on property owners.
    It has been proven that rent control does not work for renters. Landlords sell and the properties do not remain as rentals, people don't move and thus reduce the number of available units. Landlords can't maintain properties as they would like because of the reduced rent.
    Let the market determine rent, increase building of new units, enforce current laws. That is the solution.
