My name is Jesse Tingle and I'm a renter in Kentucky. I'm submitting public comment because we need rent control, expanded and improved rental assistance like improved access to housing vouchers, and better assistance for homeless people. I live in a place now on a housing voucher. This past year my apartment has made needless changes, like painting everything black, which has jacked up the electric bill, and changing fixtures and appliances that didn't need to be replaced. The paint they used gave me and many of my neighbors an allergic reaction because it wasn't meant to be used in residential spaces. After these needless changes they hiked up the rent to almost $1200, which is more than we're allowed to make because it's a subsidized property with an income cap. They realized that they couldn't raise it as high as they wanted to, but if they could have they would have.
