    Government funds in any form (loans, tax breaks, etc.) must not be given to any enterprise without tenant protections and rights specified and enforced. If a landlord or entity is seeking funding from government or government sponsored enterprises (GSEs), then they must follow basic tenant protections, for example those from California. This includes rent caps, limits on rent increases, and just cause eviction requirements to name a few. Those protections must apply to all properties which are financed in whole or in part by funds received from GSEs, tax breaks (deductions and credits), or any tax dollars now or in the future. There must be no loopholes that allow any entity to receive government funds/breaks/benefits to avoid tenant protections.
