Rent control has been shown many times over the years that it makes it more difficult for the prospective tenant who
may not have the best credit or has evictions or other negative actions to find a place to live. Housing providers knowing that they will have a difficult time removing difficult tenants (under rent control and just cause rules), that don't pay their rent or are a nuisance to others, will be much more scrupulous about who they allow to reside in their units. Rent control also discourages more housing to be built driving up rents. Rent control works in the very short term but drives up rents, allows housing to deteriate and ends up doing just the opposite of what it is meant to do. Politicians love it for votes!
