As a small independent landlord in the San Francisco Bay area, I have seen many rent control laws that are meant to protect against abusive landlords, but in doing so allow them to be easily abused by tenants. It is vitally important that any regulations protect against abusive landlords and tenants, and allow small business owners to maintain their properties and be profitable.
