I am concerned that efforts to enact or strengthen 'just cause eviction requirements' are going to negate owner's from non-renewing leases. An eviction is separate and different from a non-renewal. A lease is a contract for an agreed upon amount of time, not a guarantee that a home is offered for forever. I think efforts to hinder owner's ability to remove tenants who are impacting the well-being of their neighbors (apartment communities), will negatively impact rule-abiding residents. Everyone deserves equal access to a home during the up-front leasing process, but if we are not able to allow finite contracts to expire in a misguided attempt to reduce discrimination, all you will be doing is punishing rule abiding residents.
