As a housing provider for 20 years I would like to encourage you to be sure to reach out to local and national groups on what kind of unintended consequences this kind of action would have. Holding up financing to mandate compliance in new regulation will grind housing production to a halt right when we need it the most. If you want to give power back to tenants, increase their power of choice by reducing barriers to housing production and increasing supply. No one will choose to live in an unmaintained unit if there are plenty of available units to choose from. Let them influence change by where they put their dollars. Adding risk, time, or cost to providing housing will simply make ALL housing more costly. Please look towards those doing the hard work in this industry and listen to their expertise in this field.
