A trend that is happening to prevent renters for tenancy is 650 credit minimum (even with VOUCHERS) and also non-refundable "administative fees" which starts at 150.00 USD, on top of an application fee of 60.00 USD, to just apply and for folks in the Minneapolis/StPaul metro area, is highway robbery, just to apply and does not guarantee they will get the unit they are applying for, many of these folks are on fixed incomes (or low incomes) and this is money they could use for food/gas or other more important things. When combined with the Voucher, which does not pay any of these fees and will never cover an administrative fee, these are discriminatory practices to keep voucher holders and low income folks OUT of the market, period and many of these units were built with section 42 tax incentives, which is a slap in the face of the reason they were instituted.
There has to be a top down approach on this, as local and state will not do it.
