    We, the Eugene Tenant Alliance (ETA), are grateful for the opportunity to provide feedback on the Request for Information regarding tenant protections. Our organization represents tenants in the Eugene community and advocates for their rights. We write to share our experiences and strongly urge FHFA to take decisive action in creating clear, robust, and enforceable renter protections for households residing in rental properties with federally backed mortgages.

    As residents of Oregon, we have witnessed firsthand the positive impact of source of income protections since their implementation in 2015. These protections have made a significant difference in promoting fair housing practices and reducing discrimination against households receiving rental housing assistance, such as Section 8 Housing Choice Vouchers or Supplemental Security Income (SSI).

    Source of income protections in Oregon have provided families with greater housing choice and opportunities for stable and affordable homes. Individuals who have been on waiting lists for years to receive a Housing Choice Voucher now have improved access to housing options. Landlords are no longer able to discriminate against voucher holders, resulting in reduced barriers to securing suitable homes and reducing the risk of homelessness.

    Considering the success of source of income protections in Oregon, we strongly urge FHFA to adopt similar measures nationwide for households residing in properties with federally backed mortgages. These protections will create a more equitable housing landscape, ensuring that all individuals, regardless of their source of income, have fair and equal access to quality housing options.

    We believe that by implementing clear, strong, and enforceable renter protections, FHFA can play a pivotal role in addressing housing disparities, reducing homelessness, and promoting housing stability for all Americans.
