    It is unconscionable that landlords have too much power over tenants. Only when a landlord is convicted in criminal court would the possibility of reforms can happen. They rely on the ignorance of tenants to manipulate them into higher rents and possibly criminal activity. Not only should reforms happen for apartment tenants, but also those who pay lot rent for mobile homes.
