My name is Bill Przylucki, I am a tenant living in Los Angeles, CA. I am a member the Homes Guarantee Campaign. Since moving to LA in 2007 I had to move 4 times, and have had to fight an illegal eviction in court. That landlord was attempting to turn our rent controlled unit into an AirBnB, and attempted to trick us into moving out by simply emailing a move-out request to us, in violation of state law.
Right now the rent is not affordable to most renters in LA, a city where the majority of residents are tenants. Rents are the highest they have been in 40 years, and median rents have increased 20% in the last two years. If I had to move again I would not be able to find a place I could afford.
The FHFA should protect tenants by limiting rent increases to 1.5 times the consumer price index, or 3%, whichever is lower, in properties with federally backed mortgages. These limits should apply universally to all federally backed mortgage programs.
The FHFA should also require good cause for eviction, ban source of income discrimination, enforce and expand existing protections against discrimination, require safe and accessible housing conditions, create a landlord registry, require fair and standardized leases, ensure tenants’ rights to organize, and create an Ofice of Tenant Protections to enforce these rights in all properties with federally backed mortgages.
