    My concerns are failure to actually Protect Tenants from Retaliation by Management Staff/Maintenance Staff when a Tenant raises concerns regarding Maintenance of the unit they occupy. Senior Tenants should be able to reside in Federally Funded Housing FREE from Fear and Doubt. There is also a failure to provide a safe and habitable dwelling for those who extend concerns to the Upper Management of the Private Foundation who provides housing, while collecting as close to Market Rate Rent from a combination of Tenants and HUD Money. There is a hostile, combative adversary environment, that is not productive to the Maintenance of the Building, the well being of the Tenant and breeds and aids Criminal Activity. Legal requirements and reasonable requests are ignored and dismissed (California Civil Code 1962 or Right to Health, Privacy and Safety. Stalking, Intimidation, Bullying, Search of Tenant's Personal Belongings, False Allegations of Unpaid Rent, Encouragement of Theft as a means of Retaliation. And Paramount: Illegal Surveillance by Tenant). The demeanor of the Management/Maintenance is made possible because to date there have been NO CONSEQUENCES, None. Extraordinary efforts are expended, but they aren't to maintain the building or to secure the safety and well being of the Tenants. The energy and dollars expended are employed to cover the failure to adhere to the Federal Requirements (which when done would minimize, if not eliminate completely any but necessary concerns or request for repairs or complaints).
