    Tenants on fixed incomes need rent increase caps that ensure their rents do not exceed income levels or COLA increases to their incomes. Otherwise fixed income tenants are at extreme risk of becoming homeless when they are most vulnerable. This issue MUST be addressed in any consideration of rental ordinances at the municipal, state and federal levels.
