    For too long, landlords have had unfettered control over the lives of their tennants. They often don't provide basic maintenance, and when they do, they just raise the rent. There are basically no rules, effectively. If they get government-backed loans (and I'm not sure they should), they should definitely be conditioned on a set of tenant protections.
