    I have experienced or seen for myself things between landlords and tenants which need to be addressed for the welfare of tenants at the mercy of their property owners or managers. There is a crying need for Federal Tenant Rights. Why should an owner increase rent above any inflation of his cost of ownership? Should he be able to raise rent for an EXISTING tenant to meet or exceed current market pricing, when it costs him nothing more to own the current housing? Rent increases should be linked to increased taxes and increases due to inflation for the labor and materials used in maintaining the residence. It should be required for a owner to perform normal maintenance and replacement of issues which arise, and not to refuse to fix things in order to force an existing tenant to leave.
