As a US citizen, I belive if the federal governmetn is going to fund rental housing, it should require that tenants be treated fairly and protected from economic harm. If tenants were adequately protected from unfair rent hikes and evictions, it would sem that those protections being imposed would leverage the federal government's s housing programs' mission of supporting housing.
