My family of 4 was in a location with good access to transit, several parks nearby, and a comfortable apartment. Each year the landlord increased rent at the maximum allowed by the city, and even with a cap by the city, it was too much for us to manage. The landlord took 6 weeks or more to do repairs, even on our shower and never addressed mold that was in a bedroom where 3 of us slept. I'm asking for you to consider protecting tenants from and limiting egregious rent hikes. I'm also asking that you require all landlords to keep their properties in good condition. I suggest you charge a team with protecting tenants and enforcing their rights in properties with federally backed mortgages.
