    I have worked with many families for the last 35 years. I have seen families living in substandard conditions in spite of federal and state funding.
    Any mortgage federally backed should have tenant protection attached to it. Just recently we spoke with tenants that in 20 or 30 years have had no cosmetic care in their apartments . Others take care of repairs to avoid issues with managers and there is also fear of retaliation if they take action.
    Everyone has a right to a dignified home.
