    I own rental properties and believe strongly that tenants rights should include quiet enjoyment and clean and safe housing. This at least in part, is the duty of the landlord. Removing a landlord's ability to screen potential tenants to prove ability to pay rents and historical record of doing so will be counter productive as it will reduce landlord rents and cause some to get out of the business, reducing access to rental housing. My primary source of income is employment in mortgage lending and FFHA would never legislate that FHA, VA, or Fannie and Freddie not be able to "screen" borrower's ability to repay loans they back up in various manners.
