    End the Net Worth Sweep. Enter fourth amendment to PSPA returning the government's dividend rate on the preferred it owns to a market rate of 4%-5%. Following the end of the Net Worth Sweep and a return to a regular recurring dividend, sell the $187 billion of preferred in order to provide a substantial return to the tax payer.
