    I am providing the attached dissertation under this "topic area" due to the recommendations contained therein, as it addresses all present areas of concern and goes to the essence of "how" things could be done to significantly not only reduce "risk parameters" but dramatically improve efficacy. I am very supportive of Director Watt's desire to "jump into the fray" and not being afraid of trying to "fix" things for the benefit of all. Please note while the attached is "general" in nature it does lay out an agenda that can be implemented in a very expedient fashion.
