I have attached a one page summary of a policy idea to address the issue of "excess deposit" flight from the community banks. I have detailed my suggestion for the FHLB Office of Finance to take on a new role / new structure that would help keep the deposits in the FHLB system (i.e., reduce the need for deposits to leave the FHLB system to receive money market rates on their deposits). It would also reduce the need for community banks to use the FHLB Office of Finance's “advances” to manage their customer deposit volatility.
